for two 450 600cc Turbo gate not moving

Turbo gate not opening tested actuator and ok tested solenoids via 12v and OK but when I test  turbo boost solenoid wiring yellow/ white only reading 10.5v when I connect pipes together gate is moving and when connect solenoid to 12v can blow through it
