What year 451? How many miles? The low compression could be from burned valves in one or more cylinders - a known issue with some 451s/Mitsu engines. Our 2011 got a brand new head at around 32K miles due to burned valves. As to the no start, I'd scan the car for OBD codes and see what pops up - sound like the computer isn't seeing what it needs to allow the start. It's also worthwhile checking the connectors and cables to the starter just in case... You can try searching on https://www.smartcarofamerica.com/forums/ for similar threads.

The car is a 2008 smart passion Cabriolet and I will swap the batteries to see what happens. I will also pull the seat and see if I can find that Loom and see if there's any problem with that, the floors are dry. The reluctor rings looked worn and old and I cleaned them up the best I could but they do not appear cracked

Not the battery, I swapped it with my other car and it still did it. I have looked at the other things too but I will look more tomorrow. The floors are dry and as I said, I checked the reluctor Rings. They were dirty and kind of put it up but they didn't look broke

What year and model? I'd start with checking the battery, including a load test. Then check out the reluctor rings on the rear axles - are you getting a stability system warning light? Something to check, from www.evilution.co.uk: Ambient Temperature Sensor What Does It Do? Relays the external temperature to the speedo and the air conditioning. What Happens If It Is Faulty? Air conditioning may not come on, speedo will read incorrect temperatures like -16 degrees. Where Is It? In the front lower nearside air dam in the front bumper.
