Hey all, I've got a 2009 451 Smart, and I can't seem to get it to start.  I turn the key, and the starter doesn't make a sound.  I thought it might be a dead battery, so I hooked up one of those portable jump packs, but no luck.  The battery shows about 11.7 volts, which should be more than enough to turn it over.  I pulled the starter, and had it tested, and it's perfectly fine.  Any suggestions?

The combination of the battery under 12V and a booster pack may not be enough to raise the voltage enough to engage the starter.  Either charge the battery or boost from a running vehicle.
