Good day, curious blocked the egr with a blocking plate last year I think.  Seemed fine, eventually had some power issues this winter and landed up have to replace the turbo. This car has almost 200,000 km. Runs fine now but still seems like excess exhaust sometimes, but the more odd thing is if you rev it out at the high end of the rev it sputters. That one troubles me a bit cause before the turbo when it was kinda doing that too. When a person does the block off plate does one have to get it tuned as well?

No. Not necessary to tune.

With the block off plate, no gas will reach the EGR valve. The valve may still open/close - will not do any harm. Our CDIs do not have a NOx or O2 to verify the operation of the EGR.
